Would you consider the bracket that holds the headlights "fairing" on a motorcycle?

I won an auction and it said it was motorcycle headlight and assembly. In the picture was the headlights and the bracket that holds the headlights. The person stated does not include "fairing" To me fairing on a motorcycle is the plastic pieces, not the bracket that holds the headlights. Am I right? I feel like I was ripped off!!! I want to repair a motorcycle and I want to buy it at an online auction. Has anyone had any good luck with any particular site? Or do you know of one that is good?
